The Government of the Russian Federation has approved new amendments to the rules for labeling goods by means of identification — Order No. 956-r dated 04/27/2026. According to the document, the list of controlled products has been significantly expanded, according to Alta Soft.
Main changes:
• The subsection "Dairy products" has been supplemented with HS codes 1704 and 1806 (sweets and chocolate). Mandatory labeling for them will start on September 1, 2026.
• The electronics category includes vapes and electronic nicotine delivery systems (code 8543 40 000 0). The marking deadline is also September 1, 2026.
• A new section "Food products for athletes' nutrition" has been introduced. The section with dietary supplements has been completely updated and supplemented with new items.
The changes also affected the sections of groceries, perfumes, cosmetics, household chemicals and medical products (in particular, remedies for disorders of excretion functions). Product codes and notes have been updated in a number of categories.
